UK Driving Licence Photo Requirements: DVLA & DVA Guide (2026)
Current UK driving licence photo rules for DVLA and Northern Ireland DVA applications, including digital uploads, 35×45 mm prints, renewals and common mistakes.
A UK driving licence photo must be a recent, clear and accurate likeness of you. The submission method matters: a digital photo is uploaded or reused inside the online application, while a printed passport-style photo accompanies a paper form. Do not resize a digital file to 35×45 mm; that measurement applies to printed photos.

This distinction is important. Fees, forms, online services and photo-certification rules are not identical. A page describing “UK driving licence photos” should not treat DVLA and DVA as one system.
Core driving licence photo rules
Whether the application uses a digital or printed photo, use an image that:
- is recent and still looks like you
- shows you facing forward and looking straight at the camera
- shows your full face with eyes open and visible
- has a plain expression with your mouth closed
- has no hair, frame, glare or reflection covering your eyes
- has no sunglasses or tinted glasses
- has no head covering unless worn for religious or medical reasons
- uses even lighting with no shadows on your face or behind you
- has a plain, light-coloured background without objects, patterns or texture
- is clear, sharp and in colour
- contains no filters, effects or retouching
You do not automatically have to remove ordinary glasses in every situation, but taking them off is safest. If you must wear them, your eyes must remain fully visible and the lenses and frames must not cause glare, shadows or obstruction.

The online service performs its own checks and cropping. A digital image can have a 35:45 aspect ratio, but describing it only as “35×45 mm” is misleading because digital files are measured in pixels, not millimetres.
How to change the photo on a Great Britain driving licence
DVLA requires you to renew your full or provisional licence if you want to change the photograph. Start from the official change the photo on your driving licence page.
Renew online
The online service says you can use your passport photo or upload a new one. At the time of review, online renewal with a new licence costs £14. You must be a resident of Great Britain and not disqualified from driving.
You cannot use this online route if your name or title has changed since the current licence was issued, or if you hold a five-year bus or lorry licence. In those cases, follow the paper instructions shown by GOV.UK.
After online submission, DVLA sends a confirmation email. Photocard licences normally need renewal every 10 years, and DVLA sends a reminder before expiry.
Apply by post
Get a D1 pack from a Post Office that handles DVLA photocard renewals. Include:
- the completed form
- a recent printed passport-type photo
- your current photocard and paper counterpart, if applicable
- the current postal fee
GOV.UK currently lists the postal photo-renewal cost as £17. The licence should normally arrive within three weeks, although medical or identity checks can take longer.
Photo requirements for a first provisional licence
The same appearance and image-quality principles apply to a first provisional licence, but the application route is different from changing the photo on an existing licence. Start at the official first provisional driving licence service.
If the online service can verify your identity and use a suitable passport image, you may not need to provide a separate printed photo. If it asks for another digital image, follow the instructions inside the application rather than sending a photo by email or using an unrelated uploader.
For paper applications, follow the D1 form instructions. Whether the back of the photograph needs certification depends on the identity evidence and application circumstances; it is not a universal requirement for every applicant.
Northern Ireland driving licence photos
Northern Ireland applications go through DVA and nidirect. Its current guidance says a photo is normally required for:
- a provisional driving licence
- a driving licence renewal
- an optional renewal to update the photograph
- certain exchanges from another country
For NI digital applications, the photo should have been taken within the last month. Include your head, shoulders and upper body, and do not crop it yourself. The official service handles cropping.
For NI postal applications, the printed photograph must be in colour, high quality and 45 mm high × 35 mm wide, against a light grey or cream background. Do not trim it yourself. Certification applies only in specified postal and identity-document situations, so check the current nidirect guidance for your case.
How to avoid a rejected driving licence photo
Before submitting, check these common problems:
- Wrong authority: Use DVLA for Great Britain and DVA/nidirect for Northern Ireland.
- Old or inaccurate likeness: Take a new photo if you are no longer recognisable from the current one.
- White or patterned printed-photo background: Use the background specified by the relevant paper guidance.
- Glare on glasses: Remove glasses if possible or reposition the lighting.
- Self-cropped digital file: Upload the uncropped composition requested by the online service.
- Filters or beauty retouching: Submit a natural, unedited likeness.
- Wrong paper size: A postal photo should be a properly produced passport-style print, not a home print trimmed by hand.
- Assuming every photo needs a signature: Check the form and identity rules for your exact application.

Not normally. GOV.UK says slight changes such as dyed hair or a beard do not require a new photo. You should change it if you are no longer recognisable, for example after a major change in appearance.
Do driving licence photos allow glasses?
Avoid glasses where possible. If you need to wear them, your eyes must be clearly visible with no glare, reflection, tinted lenses or frames covering the eyes.
Does the photograph need to be signed?
Not in every case. Certification is mainly relevant to specified paper applications and identity-document combinations. Follow the instructions on your application form or the official NI guidance.
Are provisional and full licence photo rules different?
The basic appearance rules are similar, but the application services and supporting steps differ. Use the first-provisional service for a new provisional licence and the renewal service to change an existing licence photo.
