How to Convert a Photo to JPG (and When You Don't Need To): Passport Photo Guide

Convert HEIC or PNG photos to JPG on your device, preserve quality and check whether your passport upload needs conversion at all.

Quick Answer

To convert a photo to JPG: on an iPhone, set the camera to Most Compatible for new photos, or use Shortcuts with Convert Image set to JPEG followed by Save to Photo Album; on a Mac, open it in Preview and export as JPEG; on Windows, open it in Photos or Paint and use Save as JPEG (HEIC support may require HEIF and HEVC codecs); on Android, switch off any high-efficiency photo format for new shots or use a trusted converter for existing ones.

But for a passport photo, you often do not need to convert. The U.S. online passport renewal tool accepts JPG, JPEG, PNG, HEIC and HEIF files between 54 KB and 10 MB, so an iPhone HEIC file can go straight in. The GOV.UK public requirements list a 600 × 750 pixel minimum and a 50 KB to 10 MB file size without naming a file format, though many guides say JPEG. Where JPG is required, convert once, from the original, without resizing, cropping or filtering, and never rename the file extension to "convert" it.

1. Why Guides Give Different Answers

"Passport photos must be JPEG." Many guides say this. For U.S. online renewal, the State Department's own page lists JPG, JPEG, PNG, HEIC and HEIF, and adds that photos taken on a mobile device may automatically save in one of these formats. Some visa and country systems are stricter, which is where the "JPEG only" advice comes from.

The UK format. Some guides say a UK passport upload must be JPEG. Other guides point out that GOV.UK's public own-device page lists the pixel minimum and size range without naming a format. Follow the accepted formats displayed by the live application; do not convert a file that it already accepts.

DPI. Some guides require "600 DPI." The digital rules for U.S. and UK passport uploads are written in pixels and file size, not DPI. A DPI tag does not change how many pixels a photo has. DPI matters when printing.

Extra requirements. Some vendor guides add rules such as a particular colour profile or intact metadata for U.S. uploads. They do not appear on the State Department's upload page, which lists the file type, size range, colour, six-month recency and an original, unedited photo.

Different systems, different rules. A passport renewal, a visa form, a retail print order and a visa application centre each set their own limits. Walmart Photo's upload tool, for example, lists JPEG and PNG, while visa portals may impose different formats and file-size limits.

"Converting is editing." The official pages say the photo must be original or unaltered but do not address changing the file type. As a precaution, convert once from the original at high quality, and do not resize, crop or filter.

3. How to Convert a Photo to JPG, Step by Step

Step 1: Decide whether you need to convert

If your application accepts the file you have (for example, a HEIC for U.S. online renewal), upload the original. Fewer conversions means fewer ways to lose quality.

Step 2: Convert from the original

iPhone or iPad

  • For future photos: Settings, Camera, Formats, then choose Most Compatible. New photos are saved as JPEG.
  • For an existing photo: In Shortcuts, add Select Photos, then Convert Image set to JPEG, then Save to Photo Album. Run it and verify the saved copy’s format. Copying into Files does not reliably guarantee a JPG conversion.
  • On a Mac: Photos can export in JPEG format.

Mac

  • Open the photo in Preview, choose File, Export, set Format to JPEG and adjust quality.
  • Or in Finder, select the file, right-click, choose Quick Actions, then Convert Image.

Windows

  • If Windows cannot open HEIC, follow Microsoft’s prompts for HEIF and, where required, HEVC extensions. Codec availability and pricing vary; alternatively export a JPEG on the source device.
  • Open the photo, then Save as and choose JPEG.

Android

  • If your camera uses a high-efficiency format (on Samsung Galaxy phones this is called High efficiency pictures), turn it off in camera settings for new shots.
  • For existing HEIC files, use a trusted converter app or on-device tool.

Step 3: Keep the file within limits

  • File too large: re-export at slightly lower quality rather than shrinking the pixel dimensions.
  • File too small: do not upscale a small image. Retake the photo at higher quality.
  • Pixel minimums matter: a UK upload needs at least 600 × 750 px, and most phone photos are far larger.

Step 4: Check the result

Open the JPG and confirm it is upright, in colour, the right file size and not cropped or filtered. For UK photos, follow the official digital-photo guidance and the checks in your passport application. Automated checks do not guarantee acceptance.

Step 5: Upload, and keep the original

Keep the original file in case you need to convert again.

4. Privacy: Be Careful With Online Converters

A passport photo is identity data. Some online converters process images in your browser, while others upload them to a server. Read the tool's privacy statement before you use it. Built-in tools on your phone or computer avoid the question entirely. Do not send the photo through chat apps or text messages either, which can compress it. Transfer the original file rather than a messaging-app copy.

6. Common Mistakes

  • Renaming .heic to .jpg. Changing the extension does not change the file's encoding, and the upload may fail or be handled wrongly.
  • Taking a screenshot of the photo. It lowers the resolution and adds interface noise.
  • Converting repeatedly. JPEG is lossy, so every re-save can reduce quality.
  • Resizing or cropping to hit a size limit when the official rules say not to crop or alter.
  • Converting when you did not need to, for example a HEIC for U.S. online renewal.
  • Using one set of rules for every application. Passport, visa and print-order uploads differ.
  • Trusting a converter without checking its privacy terms.
  • Relying on a DPI tag instead of pixel dimensions and file size.
  • Uploading a scan or phone photo of a printed photo instead of the original digital file.

8. Checklist Before You Upload

  • I checked whether my application accepts the original file type
  • I converted once, from the original, only if needed
  • The extension was changed by converting, not by renaming
  • I did not resize, crop or filter unless the application asks for it
  • File size is within the limit for my application
  • Dimensions meet the pixel minimum, for example 600 × 750 px for the UK
  • The photo is upright, in colour and sharp
  • I did not use a screenshot or a photo of a print
  • My converter respected my privacy
  • I kept the original file

9. FAQ

How do I convert a photo to JPG? Use your device's built-in tools: Preview on Mac, Photos or Paint on Windows, the camera's Most Compatible setting or Shortcuts on iPhone, or a trusted converter on Android. Convert once, from the original.

Do I need JPG for a passport photo? Not always. U.S. online renewal accepts JPG, JPEG, PNG, HEIC and HEIF. UK guidance on GOV.UK lists pixel and size limits without naming a format, so follow the formats shown by your application.

Can I just rename HEIC to JPG? No. Renaming only changes the extension, not the encoding. Convert the file properly.

Why does my iPhone photo save as HEIC? Newer iPhones default to a high-efficiency format. Setting Camera, Formats to Most Compatible makes new photos save as JPEG.

What size should a passport photo JPG be? It depends on the application. U.S. renewal wants 54 KB to 10 MB. UK online uploads want at least 600 × 750 pixels and 50 KB to 10 MB.

Does converting a photo count as editing? The official pages do not say. As a precaution, convert once at high quality and avoid resizing, cropping or filters.

Is it safe to use an online converter for a passport photo? Check the privacy statement. Some process images in your browser and others upload them. Built-in tools avoid that question.

Does DPI matter for a digital passport photo? The U.S. and UK digital rules are written in pixels and file size, not DPI. DPI matters for printing.

Which format works for Walmart photo prints? Walmart Photo's help page lists JPEG and PNG, so convert HEIC files first.

Final Take

Converting a photo to JPG is easy, and for most passport uploads the real question is whether you need to. Check what your application accepts, convert once from the original if required, keep the file within the limits, and do not edit it. If you want help with framing, background and size for a specific passport or visa photo, PhotoOmni checks it for you before you submit.
